How the PDF to Word works

The converter reads the text embedded in each page, groups words into lines based on their position, and writes the lines in reading order into a new Word document, with a page break between each PDF page.

It's designed to give you editable text quickly, not a pixel-perfect copy: fonts, images, tables and exact layout aren't preserved. Scanned PDFs that contain only images of text need OCR, which this tool doesn't perform. To keep the original appearance, convert the pages to images with PDF to Images instead.
