How the Time Zone Converter works
The conversion runs on the server against the IANA time zone database (also called the tz or Olson database), which records the UTC offset and daylight saving rules for every region, including historical changes.
Your time is first interpreted in the source zone and converted to UTC using the offset in force on that date, then converted to the target zone the same way. That means a meeting set for a date after the clocks change automatically uses the right offset.
